     The Military Cabinet of SPLM-IO/A

 The Military Cabinet of the SPLM-IO/A comprises sixteen members, each with different responsibilities for administering their respective departments. The leaders are strategically chosen from the sixteen Collo Chiefdoms, ensuring representation of the diverse communities they serve. This decisive selection process fosters unity and protects the rights and responsibilities of the Contributing members.

Commander in Chief: The duties of the commander in chief include:

  1. Appointing and removing members of military and security leaders on the recommendation of the Political Bureau.

  2. Awarding military honors to outstanding Military Personnel.

  3. Calling and presiding over sessions of the Military Council.

  4. Overseeing and administering all programs for the military development, strategies, and plans.

  5. Authorizing troop deployment and commanding military operations in coordination with military, intelligence, and security leaders.

  6. Strategizing and setting overall military policies and strategies,

  7. Taking swift military action in response to a danger to Collo security.

Chief of Staff (CS): The chief of staff is responsible for:

  1. Advising top political and military leaders on military planning, operational advice, and military opinions.

  2. Leading the military staff headquarters, ensuring effective planning, communication, and execution of directives.

  3. Supervising commanders in their preparedness, organization, and training of the armed forces under their service branch to ensure units are ready for deployment and operations.

  4. Overseeing senior personnel appointments, discipline, and organizational structure.

  5. Ensuring the staff functions as a cohesive and professional team.

  6. Helping in translating political objectives into military strategy.

  7. Monitoring operational performance and resource allocation.

  8. Helping in resolving inter-service issues and harmonizing joint operations.

  9. Advising on budget priorities and resource distribution to maintain force effectiveness.

  10. Ensuring financial decisions support strategic and operational requirements.

  11. Representing the Nyakang Defense Force in SPLM-IO/A.

Operational Commander: Responsibilities of the Operational Commander include:

  1. Developing, approving, and supervising operational plans, orders, and contingency plans.

  2. Translating strategic directives into actionable operational plans.

  3. Providing clear intent, priorities, and guidance to subordinate commanders.

  4. Maintaining unity of command and unity of effort across all units.

  5. Commanding over assigned forces during operations.

  6. Coordinating maneuver, fire support, logistics, intelligence, and communications.

  7. Ensuring that operations are feasible, sustainable, and aligned with military mission objectives.

  8. Adjusting plans dynamically based on battlefield developments.

  9. Receiving and interpreting intelligence assessments to guide operational decisions.

  10. Communicating with the commander of recruits to ensure units are trained, equipped, and prepared for assigned missions.

  11. Overseeing rehearsals, briefings, and pre-operation checks.

  12. Enforcing military law, discipline, and codes of conduct within the operational area to ensure that all actions comply with rules of engagement and international humanitarian law that protect human rights.

  13. Maintaining and coordinating continuous communication with higher command and subordinate units to ensure interoperability and information sharing.

  14. Provide timely situation reports, assessments, and recommendations.

  15. Ensure clarity, accuracy, and discipline in all operational communications.

  16. Allocating logistics, equipment assets, and personnel necessary to support mission success.

  17. Prioritizing resources based on operational needs and risk assessments.

  18. Ensuring efficient and accountable use of supplies and materiel.

  19. Identifying operational risks and implementing mitigation measures.

  20. Ensuring force protection measures are in place (security, medical, evacuation).

  21. Balancing mission accomplishment with the safety of military personnel.

  22. Adapting operations to political conditions, evolving threats, and terrain.

  23. Managing positive interactions with civilian populations, local leaders, and humanitarian organizations to prevent abuses, protect communities, and maintain the legitimacy of the force.

Commander of Recruits: Commander of Recruits is responsible for:

  1. Providing overall leadership, command, and administrative oversight for all recruits assigned to training activities to transform recruits into disciplined, competent, and ethically grounded soldiers for operational standards of the force.

  2. Establishing and promoting standards of discipline, conduct, direction, guidance, and military leadership to instructors and support personnel.

  3. Caring for the physical, psychological, and emotional well-being of recruits through support, coaching, and counselling.

  4. Overseeing safety protocols during all training activities, including field exercises and weapons handling.

  5. Supervising the design, implementation, and evaluation of the recruit training curriculum to ensure training aligns with military doctrine, operational requirements, and ethical standards.

  6. Monitoring and assessing recruit performance through physical, academic, and field evaluations.

  7. Recommending successful recruits for graduation, assignment, or further training to the senior staff.

  8. Overseeing administrative processes, including attendance, resources, records, equipment issuance, and accommodation, is maintained and available.

  9. Preparing reports on training progress, challenges, and readiness levels for senior command.

  10. Promoting a culture of respect for civilians, adherence to humanitarian law, and professional conduct.

  11. Ensuring recruits understand the legal and moral responsibilities of military service.

Director of Grievances and Welfare: Welfare officer’s responsibilities include:

  1. Searching and documenting grievances of Army personnel and their families and submitting findings to CnC for decision and direction.

  2. Overseeing the personal well-being and serving conditions of the army staff.

  3. Maintaining and promoting the physical, mental, and emotional health and safety standards of the army personnel.

  4. Advocating for rights and services for the veterans and families of the fallen Army staff.

  5. Planning for welfare programs to address grievances, incidents, and assistances.

  6. Providing support and counseling to Army staff and their family members facing military-related problems.

  7. Administering and promoting healthcare and retirement benefits for veterans and the families of deceased comrades.

  8. Assessing and proposing recommendations for improvements of welfare initiatives.

Director of War Memorial and Veterans (DWMV): The responsibilities of the DWMV include,

  1. Listing names of fallen armed service members and documenting locations and circumstances of casualties in coordination with the commanding officer of the unit where the casualty occurs.

  2. Handling, caring, and dignified transferring of the deceased’s remains from battlefields to a medical facility.

  3. Identifying fallen armed personnel through coordination with the medical and Red Cross examiners for preservation and preparation of remains for return to their loved ones.

  4. Notifying the death to family and relatives by holding a formal visit to family members in the accompaniment of the Director of Grievances and Welfare.

  5. Working with their families to organize an honorable burial process.

  6. Assisting the deceased’s family with navigating military bureaucracy to prepare necessary steps to obtain benefits, claims, and entitlements for the deceased’s family members.

  7. Providing ongoing support and advocacy for the deceased’s family members to access designated services and programs for families of fallen armed service members.

  8. Constructing, preserving, promoting, and maintaining memorial sites and a list of fallen comrades to keep alive their historical significance.

  9. Establishing remembrance dates for commemoration and honoring the fallen armed service members.

Director of Military Police: The responsibilities of the Military Police include:

  1. Enforcing military regulations, laws, discipline, and investigating unprofessional conduct and offenses within armed service members.

  2. Maintaining morality, accountability, and ethics in armed service members.

  3. Providing traffic control, traffic-accident investigation, route reconnaissance, emergency response, and convoy security to facilitate the movement of military forces.

  4. Handling detention facilities and overseeing military prisoners, and enemy combatants..

Director of Military Prosecutions (DMP): Responsibilities of DMP include:

  1. Gathering evidence to support misconduct allegations and to maintain fairness and impartiality.

  2. Arguing in defense against the lawyer of the accused armed service member.

  3. Upholding prosecutorial fairness and the integrity of military law and regulation.

  4. Investigating allegations of breaching military laws.

  5. Filing and presenting cases in military court.

  6. Prosecuting or dropping charges against defendants.

Judge of the Military Court: The responsibilities of a Judge of the Military Court include:

  1. Ensuring that military justice is fairly handled and maintained by interpreting and applying military laws and regulations.

  2. Overseeing courtroom and trial processes by evaluating presented cases and evidence to ensure all parties receive a fair trial.

  3. Issuing a legal ruling against or in favor of accused armed service members.

Director of Military Intelligence: The key responsibilities of the Director of Military Intelligence include:

  1. Providing the military intelligence contribution to counterintelligence and national foreign intelligence.

  2. Advising the Commander-in-Chief and military heads and combatant Commanders on all military-related intelligence for informed decision making.

  3. Recruiting and training new personnel for the intelligence sector.

  4. Overseeing and directing the military intelligence sector.

  5. Planning and budgeting programs and activities to enhance the military intelligence objectives.

  6. Attending a meeting with the Commander-in-Chief and combatant commanders to brief them on issues related to national security.

  7. Collecting and analysing intelligence information.

  8. Managing covert actions to protect and advance the interests of military operations.

  9. Coordinating with internal and external security sectors to ensure effective information sharing. Reporting to the commander-in-chief and other heads of military organizations

 

Director of National Security: The key responsibilities of the Director of Military Intelligence include:

  1. Planning for and overseeing programs and activities for national security at the directives of the Commander-in-Chief.

  2. Developing suggestions and recommendations for the Commander-in-Chief on security issues to create policies and urgencies.

  3. Implementing security programs, policies, directives, and procedures.

  4. Attending a meeting with the Commander-in-Chief and combatant commanders to brief them on issues related to national security.

  5. Collecting and analysing intelligence information through various channels.

  6. Organizing the recruiting, training activities, and programs of security staff.

  7. Administering and supervising national security personnel.

Director of Human Resources and Procurement: The responsibilities of the Director of Human Resources and Procurement include:

  1. Coordinating with other departments on recruiting and training of military personnel of all military departments.

  2. Networking, soliciting, and procuring Military Equipment.

  3. Commanding and overseeing the professional training of military personnel to enhance skills and abilities.

  4. Evaluating staff performance for improvement of skills.

  5. Managing staff bonuses and wages.

  6. Mediating staff disagreements, grievances, and encouraging inclusive cultures and a cooperative environment.

  7. Enforcing military policies, protocols, and laws to ensure a safe working environment.

Military Communications Officer: The responsibilities of a Military Communications Officer include:

  1. Maintaining and executing security protocols to protect the privacy of communicated information.

  2. Planning and designing communication strategies and networks for military operations and communications.

  3. Procuring, maintaining, operating, and troubleshooting communication equipment and devices.

  4. Coordinating communication during peace and combat, ensuring information flow is secure and uninterrupted.

  5. Coordinating, managing, and monitoring information transmission between military departments.

  6. Training and supervising communication staff on the proper use of the latest communication technological equipment and devices

  7. Reporting and briefing military leadership on the condition of communication systems.

  8. Mobilizing, promoting, and engaging the public to encourage participation and recruitment in the military.

Commander of Land Forces: The responsibilities of the head of Land Forces included:

  1. Administering, commanding, and controlling the ground forces.

  2. Building capabilities and equipping the armed forces with military equipment to ensure they are ready for combat and defense.

  3. Advising the commander-in-chief on military strategic requirements and plans in alignment with military objectives.

  4. Conducting military defensive and offensive operations in coordination with the commander-in-chief and operational commanders, and heads of security sectors.

  5. Overseeing recruitment and Training of land forces on the abilities and strategies to meet the operational needs.

  6. Participating in violent times to maintain stability missions at the order of the Commander-in-Chief.

  7. Maintaining territorial integrity to ensure the security and sovereignty of Collo Kingdom

Commander of Air Defence: The responsibilities of the head of Land Forces included:

  1. Planning and developing strategies and programs for air defence systems.

  2. Commanding, managing, and directing air defense operations in coordination with the commander-in-chief and heads of security organs.

  3. Conducting and overseeing the training and development of air defence personnel.

  4. Advising the commander-in-chief on military strategic requirements and plans in alignment with military objectives.

  5. Overseeing recruitment and training of air defence forces on the abilities and strategies to meet the operational needs.

  6. Establishing detection capabilities and assets for the identification, interception, and neutralization of hostile military planes and drones in coordination with other military departments.

  7. Assessing and updating air defense systems and strategies to meet technological advancements.

 Commander of Naval Force: The responsibilities of the head of Land Forces included:

  1. Planning and developing strategies and programs for Naval (Riverian) forces.

  2. Creating and maintaining Naval Aviation for Naval operations.

  3. Commanding, managing, and directing Naval operations in coordination with the commander-in-chief and heads of security organs.

  4. Conducting and overseeing the training and development of naval personnel.

  5. Advising the commander-in-chief on military strategic requirements and plans in alignment with military objectives.

  6. Conducting military defensive and offensive operations in coordination with the commander-in-chief and operational commanders, and heads of security sectors.

  7. Overseeing recruitment and Training of land forces on the abilities and strategies to meet the operational needs.
